CHACOMBE PARISH COUNCIL

Minutes of the Annual General Meeting of the Parish Council held on

Monday, 10th May 2004 at 7.15pm in the Village Hall.

 

Present: Cllrs. Harper, Coates, Woolley, Jenkins. Reid, Wyatt and Clerk.

 

Apologies:    Cllrs. Jones and White

 

Public Time.

Election of Chairman. Cllr. Harper was re-elected having been proposed by Cllr. Woolley and seconded by Cllr. Coates.

 

Acceptance of Office

Cllrs. Harper signed his acceptance of office.

 

Election of Vice-chairman

Cllr. Woolley was elected Vice-chairman having been proposed by Cllr. Coates and seconded by Cllr. Reid.

 

Reports from Councillors as representatives on other organisations.

 

Chacombe School. Cllr. Harper reported that the Board of Governors had met four times during the year with Safety & Site, Finance, Staffing & Resources and Curriculum sub-committees meeting at other times. It is expected that the new classroom will be ready for September 2004.

*Mrs Kathleen Flower had produced a comprehensive report for the Annual Parish Meeting on 27th April and the Council agreed to adopt this report for the year.

Allotments. *Cllr. Harperıs report from the APM was adopted.

Village Hall. Cllr. woolley had not been able to attend many meetings and had tried to contact the Chairman, Bob Blake, for an update on the current situation regarding the extension to the Village Hall. In the absence of a report, Cllr. Wyatt offered to give some information, as his wife is a member of the Village Hall Management Committee. The second part of the Lottery application is nearly completed and there will be further information regarding SNC grant availability after 11th May. The Hall will not have to close as long as work is in progress and progress is good. Cllr Wyatt will request a report from Mr Blake.

Playing Fields. Cllr. Jones was present to give a report.

 

Appointment of representatives to the above organisations

Chacombe School: Cllr. Harper had been re-elected as a governor and would continue as the

representative.

Village Hall: Cllr. Woolley

Playing Fields: Cllr. Jones would be asked if he would continue to represent the Parish Council.

Adoption of Standing Orders

Cllr. Woolley proposed that the Orders be adopted, was seconded by Cllr. Wyatt and agreed by the Council.

 

Financial statement: Year ending 31th March 2004

The Council agreed to accept the report given by the Clerk to the Annual Parish Meeting on 27th April.

The Clerk was asked o reply to the letter expressing the Councilıs agreement with the comments made about the poor attendance at the meeting The (Jerk was also asked to write to (Iıounty Councilsıor Malcolm Afddren expressing

its disappointment at his failure to reply to the invitation to the APM.  A review of this years

APM would be an agenda item for Juneıs meeting.

The Post Office

The Parish Council had received a letter from Mr & Mrs Somerton who wanted the Council to

know that they intended to stay at their present address. A meeting had been arranged with the

Rural Transfer Advisor for 12th May with a view to trying to find an alternative location for the Post Office.

 

Risk Assessment

A copy of the updated Risk Assessment was circulated at the meeting and it was reviewed and accepted as a true record of the Councilıs position.

 

Insurance renewal premium and Playing Fields Insurance

The trusteeship had passed from the Playing Field Management Committee to NPFA and this had reduced the premium payable to AlIian~ Cornhill from £631.79 to £582. Cllr. Woolley proposed that the premium should be paid and this was seconded by Cllr Wyatt. Although the NPFA had not intended to collect a contribution from individual Playing Fields, there had been an increase in the number of claims and each Playing Field was being invoiced for £100. Cllr. Woolley proposed that £100 was paid and this was seconded by Cllr Wyatt.

 

AOB

 

1.       Dates of meetings for 2004 ­ 2005 were distributed.

2.       Cllr. Harper advised that the overflow of water in Middleton Road had been reported to Highways.

3.        The dropped kerb sites had been identified.


4.      Cllr. Wyatt and Jenkins reported that fly tipping had taken place and that rubbish was being dumped and burned in Thorpe Road. The 7.5 ton road sign was lying in the hedge.

5.       It was noticeable that the pot-holes around the village were getting worse.

6.       The Council had received a complaint about two dogs that had come over the wall by the Priory and were not being controlled by their owner. The Dog Warden would be informed.

7.       Cllr Reid informed the Council of his intention to resign as Footpath Warden but would continue in the role until a replacement could be found. Cllr. Jenkins and Cllr. Coates expressed an interest

 

Meeting closed at 8.50 pm.
