CHACOMBE PARISH COUNCIL

 

Minutes of the Parish Council Meeting held on Monday, 2nd August 2004 at 7.30pm in the Village Hall.

 

Present: Cllrs. Harper, Coates, Wyatt, Jones, White, Woolley, Reid, Offers and Clerk.

 

Apologies: Cllrs. Jenkins

 

Public Time. Cllr. Jones withdrew from the meeting at this point.

Mrs Syers asked if anything could be done to clear the grass cuttings left on pavements after mowing. If the contractor was asked to do this then there would be an extra cost. Mowers should have the ability to blow the grass-cuttings back on to the grass. This will be discussed when the budget is set in October.

Mr Ron Thomas reported the missing by-way sign from the telegraph pole at the top of Beanfurlong. He had also contacted NCC Highways.

Mrs Baker, Bennett Close wished to raise her objections to the outline planning application S/2004/0930/PO for one pair of semi-detached dwellings on land at Beanfurlong. The lane is a single track bye-way with no turning space for emergency vehicles and although the intention is to provide starter homes, alternatively they could be bought to let. Residents could be young people who would be living opposite old people¹s bungalows.

Mr Thomas wanted to know if councillors had seen the proposed plans. These had been circulated to councillors prior to the meeting. Mr & Mrs Thomas wished to add their support to the points raised by Mrs Baker.

Mr & Mrs Brian Watts who live in a Grade II listed building in Beanfurlong have already experienced damage to the building from heavy vehicles and they are concerned that the extra traffic generated by the two properties could cause further problems.

Mr Kevin Bates wanted to know what was happening regarding speeding in the village. He was advised that the petition had been handed to County Councillor Mildren. He also advised that children had been heard using bad language in the early hours of the morning. Any anti-social behaviour should be reported directly to the Police.

Matters arising

1.1 Appointment of Councillor to fill Casual Vacancy

Mike Offers¹ Acceptance of Office form and Declaration of Financial Interests form had been completed and signed.

1.2 Allotment Association ­ request from plot-holder for a greenhouse

The Allotment Association will consider the request at their AGM in September.

1.3 SNC Planning Applications:

S/2004/0911/P and 0912/LB Demolish log store and lobby and construct new

single storey extension and create and amend door openings at Manor House, Banbury Road

The Council had no observations. Update: Permission granted

Agenda

3.1 Internal Auditor¹s Report

Jane Bleach had produced the report to accompany the accounts which were forwarded on 26th July. The report was read to the Council.

 

3.2 Planning Applications

Outline S/2004/0930/PO for one pair of semi-detached dwellings on land in Beanfurlong

This application is going to be withdrawn but a full application will be submitted once

details are finalised. The Clerk was asked to write to the residents who attended

Public Time to express their concerns about this application.

 

The Council had received a letter from Chacombe Park about their intention to submit an application, but neither had been received in time to be included on the agenda. Cllr. Reid proposed that due to the urgency of this application it should be dealt with at this time. S/2004/1041/P New wing adjoining existing Care Home for 24 bedrooms, staff accommodation and ancillary rooms at Chacombe House

The Council is again concerned about the impact of extra traffic in the village and cars speeding up and down the driveway to Chacombe Park. Although a traffic generation report was produced indicating that the increase would not be significant, the Council still believes that this will impact on the village, particularly because the roads through the village are very narrow.

3.3 John Walker Charity: Appointment of Trustees

Cllr. White proposed that Geoff Jones, Ian Woolley and Sue Shepard be appointed as trustees. This was seconded by Cllr. Wyatt. Should the Council continue to administer this charity or should it be wound up? This would be a future agenda item.

 

AOB

1. Cllr. Reid advised that the pot-holes had still not been filled.

2. Cllr. Wyatt advised that the overgrown elder at 1 Poplars Road needed cutting back. Cllr. Harper would speak to owners.

 

Meeting closed at 8.30 pm.
