Minutes of the Parish Council Meeting held on Monday, 6th December 2004 at 7.30pm in the Village Hall.

 

Present: Cllrs. Coates, Jones, White, Woolley, Reid, Offers, Jenkins, Harper and Clerk.

Mr Peter Gliwitzki, 14 Thornhill raised his objections to the planning application S/2004/1612/PO for the erection of two storey chalet style bungalow and a detached building at rear to provide garaging for both existing and proposed dwelling at Lyddon Lodge, Thorpe Road.

Mr Glen Gilbert attended to hear the Parish Councilıs comments regarding the planning application S2004/1524/P for a two storey extension at side to provide ground floor annexe for elderly parents and first floor bedroom for existing dwelling at 20 Bennett Close.

 

Minutes of previous meeting on 1st November: adopted and signed.

Agenda

3.1 Budget 2005 ­ 2006. Adoption for Precept.

The Clerk had amended the budget and it was proposed by Cllr Jones and seconded by Cllr White to accept the amendments as stated in the minutes of the last meeting. The Council agreed the adoption of the budget with the precept set at £10,500. The Chairman had made various enquiries regarding the use of the Village Bus and although only 15 people used the bus regularly, numbers were slightly higher during school holidays. With only 15 people using the bus it would actually cost less to pay for them individually to use the 500 Service than to contract Jeffs to provide the bus. Numbers using the Village Bus will have to increase for the Parish Council to continue to provide this service to the community.

 

3.2 Proposal to re-locate the Post Office

A meeting at the George & Dragon on 29th November was attended by Sheila Tilley from Post Office Ltd, Penny Wilkes, interested in running a part time counter service, Richard Phillips, landlord, Sue Shepard and James Harper. After a fairly lengthy discussion the consensus of opinion was that parties were sufficiently interested to at least inform Post Office Ltd that every effort would be made to try to establish a part time Post Office at the George & Dragon. This would give an extra six months beyond the temporary closure notice. The Parish Council agreed to send a questionnaire to all households to gauge a reaction to the proposal.

 

3.3 Planning Applications:

S/2004/1041/P New wing adjoining existing Care Home for 24 bedrooms, staff accommodation and ancillary rooms (Class C2), the altering of the existing access, including the removal of a wall and erection of a replacement wall. The applicant has agreed to fund NCC to undertake a traffic speed survey within the village of Chacombe and subsequent Traffic Regulation Order and associated signage. NCC has 24 months from when planning permission is granted to use the funds. After this time, if the money is not spent it will be returned to the applicant.

 

S2004/1524/P A two storey extension at side to provide ground floor annexe for elderly parents and first floor bedroom for existing dwelling at 20 Bennett Close. The Parish Council had no objections to this application. Update: Permission granted                

 

S/2004/1612/PO Erection of two storey chalet style bungalow and a detached building at rear to provide garaging for both existing and proposed dwelling at Lyddon Lodge, Thorpe Road.

Mr Gliwitzki objected to the closeness of the proposed development, not only to the existing property on the site, but also to neighbours. The higher elevation of the proposed dwelling would seriously affect the privacy of 8 The Ring and be detrimental to the village scene on the edge of the Conservation Area. The Council also expressed concerns about the increased area of hard surfacing that could increase the risk of flooding.

 

S/2004/1622/LB Demolition of log store, repositioning of existing field gate and erection of new post and rail fence at Manor House, Banbury Road, Chacombe.

The Council had no objections.

 

3.4 Village Christmas Tree

The Clerk was seeking retrospective approval from the Parish Council for the tree that had been donated by a local resident and erected by members of Chacombe Sports & Social Club on the grassed area in front of the George and Dragon. Another local resident had offered to sponsor lights for the Christmas tree and it was hoped that these would be in place by the middle of December.

The Parish Council was unable to approve the idea, expressing concerns about safety and the threat of vandalism.

 

3.5 Revised application from plot holder for polytunnel

The Council had received an original request for a greenhouse in July 2004 and the Parish Council agreed to abide by any recommendations from the Allotment Association. The Association met in November 2004 and aware of the National Guidelines which stated that plot holders needed to obtain permission from the local council was asking the Parish Council to give permission for a 15ı long polytunnel. They have a life span of approximately 4-10 years and can be easily removed should the plot change ownership. The Council agreed to support the Associationıs decision.

1.       Cllr Jones advised the Parish Council that the local resident who had loaned the Playing Field Trust £3,000 to enable the Skateboard Ramp to be built sooner than was hoped is now seeking to be reimbursed. The last safety inspection carried out by NPFA, who are now custodial trustees of the Playing Field instead of the Parish Council, had highlighted problems with the swings, the area around the swings, the entrance to the field and more serious faults with the slide. The Playing Field Management Committee would meet as soon as possible to address these issues.
