Minutes of the Parish Council Meeting held on Monday, 6th September 2004 at 7.30pm in the Village Hall.

 

Present: Cllrs. Harper, Coates, Wyatt, Jones, White, Woolley, Reid, and Clerk.

Apologies: Cllrs. Offers and Jenkins

Public Time.

Minutes of previous meeting on 2nd August: adopted and signed.

 

Matters arising

1.1 S/2004/0930/PO for one pair of semi-detached dwellings on Land at Beanfurlong ­ confirmation that application has been withdrawn.

S/2004/0686/P Chacombe Hill Farm. Recommendation ­ approval subject to legal agreement for meeting on 12th August.

 

Finance

Internal control needs to be completed as of end of September.

Agenda

3.1 Audit ı03 ­ Œ04

The accounts for year ending 31st March 2004 had been returned because, although the Council had completed a Risk Assessment in May, this was outside the financial year in question. The accounts needed to be amended and this was duly done and signed by the RFO.

 

3.2 Proposed extension to 30mph speed limit

Banbury Road. The Council proposed that the limit be extended for a distance of 500m along the Wardington Road, as far as the village name sign.

Thorpe Road. The Council considered this to be an appropriate extension as it included the Village Hall.

Middleton Road. The proposal was that the limit be set further back to include the point at which golfers cross the road by the salt bin.

The Clerk was asked to forward comments to Highways.

 

3.3 Future of the John Walker Charity

The Charity Commissioners had suggested that smaller charities should be wound up as some were costing more to administer than the revenue they were creating. The Clerk was asked to contact the Charity Commissioners to find out what would be involved in winding up the charity.

 

AOB

1. Cllr Jones had received an enquiry from Bob Blake regarding data from the Parish Portrait (Village Appraisal 1996) to support a lottery application on behalf of the Village Hall. Itıs now nearly ten years since that original appraisal: should the exercise be repeated? A copy of the original questionnaire and the results would be circulated in the reading folder and would be an agenda item for the next meeting

2. The Clerk reminded the Council that it had been almost a year since the last new residentıs social.

 

Meeting closed at 8.15 pm.
