CHACOMBE PARISH COUNCIL

 

Minutes of the Parish Council Meeting held on Monday, 4th April 2005 at 7.30pm in the Village Hall.

 

Present: Cllrs. Jones, Harper, Coates, Jenkins, Woolley, White, Reid, Wyatt, Offers and Clerk.

Minutes of previous meeting on 7th March were amended under correspondence: planning applications should have been dated February not March. Minutes then adopted and signed.

 

Matters arising

1.1 Extension of 30mph speed limit. Highways had confirmed that Thorpe Road is to be extended 70m to the village nameplate, Banbury Road to be extended 139m, again to the village nameplate and Middleton Road to161m south east of Thornhill junction, just beyond the village nameplate. The limit had been extended to beyond the residential area in Middleton Cheney because there had been several speed related injury accidents within a three year period in the vicinity of the garden centre and the Warkworth Road/ Mansion Hill junction. There had only been one injury related accident in Middleton Road and this was 150m from the crossroads. There would be no extension along the Wardington Road and the 30mph/derestriction signs will be placed close to the junction with Banbury Road.

1.2 Annual Parish Meeting

Tuesday, 26th April at 7.30pm in the Village Hall. Invites had been sent to County Councillor Malcolm Mildren, District Councillors, Mary-Anne Sergison-Brooke and Rosie Herring. Village groups were still to be invited to send a representative or a written report.

Agenda

3.1 Litter-bin at bus-stop: The Ring/Banbury Road

Cllr. White proposed that the Parish Council order a litter bin (Wybone catalogue, page 25) as per the small ones in the Playing Field at a cost of £105.28 + £12.05 for steel strapping (Exl. VAT). Cllr Coates seconded and the Clerk was asked to order.

 

3.2 Operation Springclean

The Council has undertaken this activity for many years and councillors again agreed to clear the approach roads of litter.

Although this activity was no longer sponsored, the Clerk still had a supply of rubber gloves and black sacks if required.

 

3.3 Clerkıs contract and salary

A copy of the new contract of employment and information regarding the process by which to assess the Clerkıs salary had been circulated. However, it was apparent that some information was missing; therefore no decision could be reached regarding this item. The Clerk agreed to draft a proposal for discussion at the next meeting.

 

3.4 Code of Conduct ­ ³A Code for the Future²

No comments to date but councillors had until 19th June 2005 to respond individually if necessary.

 

3.5 NACRE Membership

Cllr. Woolley proposed that the Council paid the £31.00 subscription to NACRE. This was seconded by Cllr. Wyatt.

 

3.6 SNC Planning Applications:

S/2005/0325/P Demolition of single storey extension. Two storey front extension with pitched roof at Mamore, Thorpe Road.

The Council had no objections.

S/2005/0343/P Changes to boundary wall and new gates to form new vehicular access at Pear Tree House, Banbury Road.

The Council had no objections.

AOB

1. There were a series of marker posts along the A361 and Banbury Road with the initials CPDC. It is believed that these signs are to direct suppliers to the Chacombe Park construction site.
