CHACOMBE PARISH COUNCIL
Minutes of the Parish Council Meeting held on Monday, 1st August 2005 at 7.30pm in the Village Hall.
Present: Cllrs. Jones, Harper, Wyatt, Jenkins, White, Woolley, Coates, Offers, Gliwitzki and Clerk.

Mr Peter Gliwitzki
Peter moved to the village 5 years ago under a company relocation scheme with BMW. He is married with 2 children aged 5 and 7, who both attend the village school.
Since leaving BMW, completed the Fellowship in Manufacturing Management at Cranfield University, worked in Nigeria and is currently an International Business Improvement Specialist, unfortunately, currently without any clients.
His main hobby is the Territorial Army, where he has been a musician for over 28 years.
County Councillor Mr Ken Melling
Ken Melling, our new County Councillor was elected in May 2005 and lives in Harlestone, Northampton. Although Ken is a Parish Councillor and District Councillor, this is his first time in office as a County Councillor so there is much to learn. He explained that after 12 years under Labour control there was no intention to implement new policies immediately, although it was anticipated that priorities would change and there would be extra money for roads and IT.
The Parish Councilıs main concern was the state of the roads and when repairs had been carried out, they were done to a very poor standard. Surely it would cost less in the long run if each repair was done properly in the first place rather than just simply crossing it off the list!
Was there any reason for the delay in extending the 30mph?
Although Chacombe had requested the introduction of a 20mph limit it was likely that this would only be introduced outside of schools. It would not apply to the whole village and nothing would be agreed before the next budget is set.

Matters arising
1.1 Risk Assessment. Still awaiting confirmation of David Cochraneıs Public Liability
Insurance.
1.2 Highways - road outside the George & Dragon. Highways carried out survey of village roads on 6th July resulting in some of the holes being filled including some outside the George & Dragon! Cllr. Wyatt will liaise with County Councillor Ken Melling to see if more can be done.
1.3 Planning Applications. S/2005/0603/P Amended plans (for information only) to enlarge extension at 3 Beanfurlong Cottage. Permission refused.
S/2005/0532/P Change of use from agricultural land to garden (retrospective) at 58 Thornhill. SNC are recommending full planning permission. Permission granted.
S/2005/0596/P Demolition of existing double garage and the construction of
underground garage to front and the erection of two storey dwelling with integral garage
at Lyddon Lodge, Thorpe Road. Permission refused.

Internal control to be completed as of end of July.

Agenda
3.1 Clerkıs Contract
The Contract had been amended and Cllr.Wyatt proposed and Cllr. Jones seconded that the Chairman and the Clerk should sign the said document.
3.2 Casual Vacancy
During Public Time, Peter Gliwitzki had informed the Council about his family, his work and his involvement in village activities so far. He was given the Declaration of Financial Interest form and a copy of the Code of Conduct.
Peter was formally co-opted and signed his form of acceptance. He also completed the Declaration of Financial Interest and was given a copy of Chacombe Parish Councilıs Standing Orders.
3.3 Re-location of Post Office
No further communication but it is anticipated that preliminary work on the installation will start early September. Either Penny Wilkes, as the proposed Sub-Postmaster or the Parish Council can apply for funding from SNC. Application cannot be made until confirmation has been received from the Post Office as to their level of contribution.
3.4 Village of the Year Competition
The Clerk and the Chairman attended the Presentation Evening at Hunsbury Hill on 27th July. Brigstock was the overall winner, winning both the ³Building Community Life² competition and the Northamptonshire ³Village of the Year² competition. Chacombe had entered this year because the emphasis of the competition was on Community Life rather than best kept village but it would appear that the way forward is for more individuals to be involved in the presentation.
3.5 Sophieıs Silver Lining Fund request for funding
The Parish Council has made a donation to this local group since it was set up in the memory of Sophie Large, the daughter of Dr Stephen and Cherry Large. Cllr. Woolley proposed a donation of £50 and this was seconded by Cllr. Coates.
3.6 NCC Priorities questionnaire
An electronic version of this is available on www.northamptonshire.gov.uk. Cllr. Jones will circulate this information by e-mail to enable individual responses by 15th August. The Clerk will fill in the hard copy and return.
3.7 SNC Planning Applications:
S/2005/0869/P Changes to boundary wall and new gates to form new vehicular access at Pear Tree House, Banbury Road
The Council had no objections to this application.
S/2005/0834/P Single Storey Extension at 15 Bennett Close
The Council had no objections to this application.
S/2005/0820/P & 0890/LB Extension for disabled WC and new entrance at George & Dragon. The Council had no objections to this application but was seeking assurance that the fire escape to the rear of the property would be a sympathetic addition because it would be highly visible to those walking along Church Lane.
AOB
1. Cllr. Jenkins reported that a cooker had been fly-tipped along the Banbury Road.
2. Cllr. Jones also reported that there had been another incident of tipping green waste on the field margin at the rear of Poplars Road and had anybody else noticed a smell of burning plastic in the locality?
3. Cllr. Jones gave his apology for the next meeting.
