CHACOMBE PARISH COUNCIL
Minutes of the Parish Council Meeting held on Monday, 5th December 2005 at 7.30pm in the Village Hall.
Present: Cllrs. Harper, White, Gliwitzki, Offers, Coates, Woolley and Clerk.
Apologies: Cllr. Jenkins,
Absent: Cllrs. Jones and Wyatt,
Public Time.
Mr Sagoo wished to stay in the village and it was hoped that his recent planning application (S/2005/0596/P) for a dwelling in the garden of Lyddon Lodge would enable him to do this. SNC had refused permission and Mr Sagooıs architect wanted to know why the Parish Council had objected. The Parish Councilıs comments had been forwarded to SNC after Juneıs meeting.
Mr Sagoo advised that the Environment Agency did not see flooding as a potential problem. He also advised that the plot was more than big enough to accommodate the proposed new dwelling. It was agreed that the Council would respond if and when new plans were submitted

Matters arising
1.1 Risk Assessment. Still awaiting confirmation of David Cochraneıs Public Liability
Insurance.
1.2 Highways - road outside the George & Dragon. Some of the holes have been filled.
1.3 Proposed Sports Field. A short questionnaire has been distributed to all households and CS&SC committee members have started to collect them.
1.4 Planning Applications:
S/2005/1273/LB and P Extension to provide improved toilet accommodation and disabled toilet facilities. Formation of terraced patio to rear. Amended plans: removal of rear entrance porch and removal of proposed internal opening to dining area.
S/2005/1310/P A two storey extension at side. Amended plans: removal of ground floor
window in proposed side elevation.

Internal control to be completed as of the end of November.

3.1 SNC Planning Applications:
S/2005/1230/NA Renewal of Cherwell District Council 00/00268/F Erection of replacement dwelling at Huscote Farm. Although the Parish Council had no objections, SNC was objecting on the grounds that the permission no longer agreed with current policies and the application in effect was not a renewal but should have been a new application because of the revised position of the new dwelling.
S/2005/1351/P Change of use to class B8 storage and distribution from use of part of agricultural building for the storage and distribution of ceramic tiles and the continued use for classic cars at Grange Park
The Council believes that this change of use will possibly generate more traffic. They are not only concerned about the amount of traffic on the B4525 but also about the number of vehicles that are already coming through the village looking for Grange Park. The village roads are very narrow and this problem could get worse. There have been several incidents where wing mirrors have been damaged, apart from the inconvenience that a large lorry can cause when parked on the side of the road asking for directions.
3.2 John Walker Charity donation to the Over 60ıs
The trustees proposed that a donation of £100 be made to the Over 60ıs Club.
AOB
1. Cllr. Gliwitzki reported that parking on pavements was a real problem for pedestrians, particularly those with prams or push chairs who had to walk out into the road. The Chimes will be used to highlight this problem and to request that all residents park with a little more consideration for other road users. Visitors and contractors also need to be reminded that parking on the pavement causes an obstruction.
2. It is believed that the site under the railway arch is being occupied again. The Clerk will contact SNC.
3. Cllr. Harper had received the latest copy of the Highway Repıs Review and the new innovative permanent patching of pot-holes was proving very efficient. May be NCC would like to trial the method in South Northants?
