Minutes of the Parish Council Meeting held on Monday, 7th February 2005 at 7.30pm in the Village Hall.
Present: Cllrs. Jones, Reid, Offers, Harper, Coates, Jenkins, Woolley, Wyatt and Clerk.

Matters arising
1.1 Planning Applications. It had been brought to the Council¹s attention that the planning enforcement notice at Bridgelake House had not been complied with. SNC¹s Enforcement Officer had visited but it would appear that the new owner was unaware of the order. SNC has agreed to keep the Council informed of any progress.
S/2004/1699/P for the demolition of brick utility area and erection of two storey extension to side at 1 Poplars Road has been given permission for development.

Agenda
3.1 Proposal to re-locate the Post Office questionnaire results
Of the 266 questionnaires delivered to all households in the village, nearly 50% were returned. The Clerk volunteered to collate the data and forward to Cllr. Jones for graphical interpretation. The results would be published in the next edition of The Chimes. The Clerk agreed to contact Sheila Tilley of Post Office Ltd to find out what action was required in order to proceed with this proposal. The results of the questionnaire would also be passed on to Penny Wilkes and Richard Phillips.
3.2 Village of the Year Competition
This provoked a fairly lengthy discussion with some councillors still having reservations about entering, even though the format of the competition had changed. The entry form would be circulated in the folder to councillors and a decision would be taken at the next meeting.
3.3 Grass-cutting
The Parish Council had received a quote from David Cochrane for cutting the village grass. The quote (£151.00 + VAT) which did not include picking up the grass-cuttings represented a 4.4% increase on last year.
As David Grainger had still got the contract for cutting the school field the Council agreed that David Grainger would be asked to cut the Playing Field for the forthcoming season.
3.4 Parish Appraisal
The last appraisal was carried out in 1996 ¹97 so the Council considered that it would be appropriate to carry out another one, starting in 2006. Last year the Council had contacted SNC to express an interest in carrying out a Community Action Plan. Although, at the time Chacombe was too late to be considered for some funding towards this activity it was possible that more funding could be made available in the future and Chacombe¹s application would be considered at that time.

3.5 Parish Road Survey and Highway Representative¹s Report
Cllr. Harper had completed his annual inspection of roads and footpaths and reported that there were actually less faults than in previous years. Poor surfacing did not appear to be getting any worse. Very frosty weather contributes significantly to the deterioration but with fewer periods of freezing conditions this deterioration had slowed. All faults would be reported via Clarence, which is soon to be replaced with a new system.
3.6 SNC Planning Applications
S/2004/1041/P Amendments to new wing adjoining existing Care Home
The Council had no objections.
S/2004/1524/P Amendments to two storey extension at 20 Bennett Close
The Council had no objections.
S/2004/0911/P Amendments to single storey extension at Manor House
The Council had no objections
The next two planning applications arrived after the agenda had been published but in order to reply before the next meeting of the Council it was agreed that a response would be formulated and forwarded to SNC.
S/2005/0102/P Erection of Conservatory at Cherwell Edge Golf Course
The Council had no objections.
S/2005/0106/LB was a new application to demolish the lobby and construct new single storey extension and create and amend door openings at Manor House. A new application was required because the amendments were considered a significant material change because it is a listed building.
AOB
1. Cllr. Jenkins was seeking assurance from NCC that they were going to do what they had agreed with reference to extending the speed limit. He could not understand why the limit had been extended to beyond the residential area in Middleton Cheney and yet this could not be done in Middleton Road, Chacombe.
2. Cllr Jones asked why the village had not been consulted on the application to alter the bottom of the drive to Chacombe Park. Local residents had been concerned that tree roots had been cut through and there were fears that this would reduce the stability of the trees behind the new wall. There were also concerns that the new wall was not high enough to retain the soil behind.
