CHACOMBE PARISH COUNCIL

 

Minutes of the Parish Council Meeting held on Monday, 4th July 2005 at 7.30pm in the Village Hall.

 

Present: Cllrs. Jones, Harper, Wyatt, Coates, Jenkins, White and Clerk.

Apologies: Cllrs. Woolley and Offers

 

Public Time.

Mrs. Carolyn Adams wished to express her concern about a minority of drivers who were driving too fast past her house in Thornhill. The Parish Council has worked very hard to try to get traffic to slow down. Carolyn was asked to log dates and times of offenders. Were the Council also aware of granite sets missing in Wesley Place? Although this had been reported to Highways it was not considered a matter of urgency.

There is also a broken drain cover outside 52 Thorpe Road on the grass between the hedge and pavement. The dogs at Thornhill House were not secure and individuals had been frightened when they got out. Carolyn is retiring from the Toddlers Group and until it is re-started, could the Parish Council become custodians of the funds?

Matters arising

1.1   Risk Assessment. Still awaiting confirmation of David Cochraneıs Public Liability

Insurance.

1.2 Parish Council Representative on the Playing Fields Committee. Cllr. Jones had informed the Clerk of his intention to resign as Chairman of the Playing Fields. He had been on the committee for ten years and felt that the committee needed new blood to inject some enthusiasm. Cllr. White replaces Cllr. Jones as the Parish Council representative. Cllr. Jones will still be available to offer help and advice and will arrange the next meeting. The Parish Council thanked him for his work with the Playing Field Committee.

1.3 Highways - road outside the George & Dragon. Cllr. Wyatt had been promised that the pot-holes would be filled within 24 hours from today. Update: Highways carried out survey of village roads on 6th July.

Agenda

3.1   Clerkıs Contract

Salary had not been included in contract. Will be amended and signed at next meeting.

 

3.2 Audit ı04 ­ Œ05

The accounts had been compiled including the Internal Auditorıs report. Cllr. White proposed and Cllr. Wyatt seconded that the Statement of Assurance was approved by the Council. The Chairman and the Clerk (RFO) signed the Annual Return which will be forwarded to the External Auditor by 15th July.

 

3.3 Re-location of Post Office

Post Office Ltd. Martin Harvey, Programme Support Manager, Rural Strategy Team e-mailed to say that a meeting with John Bourke had been arranged for 7th July at 11.00am. Penny Wilkes, Richard Phillips and the Clerk will attend. The aim of this meeting is to assess what needs to be done prior to installation, to draw up a list of equipment that will be required and apply to the Post Office to be considered for funding. Update: The Clerk met with Marion Lane from SNC and Retail Consultant, Richard Lee on 14th July to discuss applying for funding from SNC. It is understood that the Post Office will fund 50% of the project with the other 50% coming from another source.

 

3.4 Village of the Year Competition

A Presentation Evening has been arranged for 27th July at Hunsbury Hill. The Chairman and the Clerk will attend.

 

3.5 Casual Vacancy

The Council had received confirmation that it could co-opt to fill the casual vacancy created by Cllr. Reidıs resignation. Peter Gliwitzki had expressed an interest in joining the Council and he will be asked to attend the next meeting.

 

3.6 Village Directory

The last edition is now very much out of date. It was agreed that it should be up-dated but not finalised until information about the Post Office could be included.
