CHACOMBE PARISH COUNCIL
Minutes of the Parish Council Meeting held on Monday, 6th June 2005 at 7.30pm in the Village Hall.
Present: Cllrs. Jones, Harper, Woolley, Wyatt, Offers and Clerk.

Mr Peter Gliwitzki wanted the Council to know his views regarding the recent planning application S/2005/0596/P for the demolition of existing garage and the construction of underground garage to front and the erection of a two storey dwelling with integral garage at Lyddon Lodge. Although some of his original concerns had been addressed, his main concern was still the water run-off from the site. New development may lead to a small increase in the incidence of flash flooding. What can be done to alleviate the problem with regard to any new development?
Minutes of previous meetings on 4th April and AGM on 9th May were adopted and signed.
Matters arising
1.1 Risk Assessment. David Cochrane is sub-contracted to mow the village grass. The Clerk was asked to seek confirmation that his Public Liability Insurance was adequate before the Risk Assessment was completed.
1.2 Clerkıs Contract. The Council agreed that the Clerk would be reimbursed for use of own equipment including computer at £25 per quarter but no allowance to be made for use of home as an office. The Clerk agreed to amend the contract and pass to the Chairman before the next meeting. The safe storage of Parish Council documents was another issue that needed to be addressed.
1.3 Village of the Year Competition. Cllr. Woolley and the Clerk had met with the judges on 27 May and after an informal chat over coffee at the George & Dragon about the original entry form, it was time to take a look at the village. The whole exercise was very positive and both Cllr. Woolley and the Clerk were encouraged by just how much all the various groups and organisations contribute to life in Chacombe.
1.4 Re-location of Post Office. Communication appears to have broken down and the
Clerk was asked to write to Sheila Tilley and Tony Dodd.
1.5 SNC Planning Applications:
S/2005/0325/P Demolition of single storey extension. Two storey front extension with pitched roof at Mamore, Thorpe Road. Permission granted.
S/2005/0343/P Changes to boundary wall and new gates to form new vehicular access at Pear Tree House, Banbury Road. Amended plans received for relocation of access towards Banbury. Permission granted
S/2005/0413/LB Repositioning of internal wall and formation of new doorway to form
new bathroom and the opening of attic space to form galleried bedroom at Vine
Cottage. Permission granted
S/2005/0430/P Change of use from workshop to office and the addition of one window
at 2 Wesley Place. Permission granted
Finance
Internal control to be completed as of end of May. Accounts 2004 2005 are ready for review by the internal auditor. Notice of electorsı rights displayed. External audit of the accounts will take place on 15 July.

Agenda
3.1 Review of Annual Parish Meeting
Although it attracted the highest attendance figure since 1997, some of the question/answer sessions were considered a little prolonged and some of the questions would have been dealt with more effectively if County Councillor Mildren had been present.
3.2 Election of Vice-Chairman and representatives to Village Hall and Playing Fields Committees
Cllr. Offers nominated Cllr. Woolley and this was seconded by Cllr. Jones. Cllr. Woolley accepted but with the proviso that he may not be able to attend every meeting.
Cllr. Woolley nominated Cllr. Offers as representative on the Village Hall Committee and this was seconded by Cllr. Wyatt.
Cllr. Jones was nominated to continue in his role as representative on Playing Fields Trust Management Committee and this was seconded by Cllr. Wyatt.
Cllr. Wyatt also offered to help with loading/updating the web-site.
3.3 St Peter & St Paul Church - request for funding
As the Parish Council already contributes to the cost of mowing the churchyard Cllr. Woolley proposed that the Council should donate £250 towards the cost of installing hand rails in the Church to ease access for the more elderly members of the congregation and visitors alike. This was seconded by Cllr. Offers.
3.4 SNC Planning Applications:
S/2005/0596/P Demolition of existing garage and the construction of underground garage to front and the erection of a two storey dwelling with integral garage at Lyddon Lodge. The Council objected to the above application.
Although the alterations to the original application have addressed some of the Parish Councilıs concerns, it still believes that the plot is too small to accommodate two dwellings without it having a detrimental effect on the street scene on the edge of a Conservation Area.
The Council believes that SNC should give more attention to the increase in the possibility of flash flooding. With the proposed new development and the felling of the Leylandii, there is a further increase in the area of hard surfacing which could result in more water flowing towards properties in The Ring. Although this may only increase the risk slightly, any development that potentially increases that risk is something the Council takes very seriously. Properties in The Ring have already been affected on at least three occasions. Could something be incorporated into the design or the landscape that would in effect neutralise the increased risk?
S/2005/0603/P Two storey rear extension. Three dormers to front at 3 Beanfurlong Cottages. The Council had no objections but did wish to make the following comments.
The Council considered three dormer windows to be excessive in the roof of what is essentially a small cottage. Although not a listed building, it does fall within the Conservation Area and because the dormers would be quite dominant, would it not detract from the rural charm of the location? If this application is approved the Council asks that the dormers are constructed sympathetically and in keeping with the period of the building.
S/2005/0644/P Conservatory to rear at 37 Banbury Road
The Council had no objections.
3.5 Chacombe Pre-School Group request for funding
The above group, formerly Wesley Place Nursery, is moving to the Chacombe School site in September and the group will need to be financially independent. It is important that the numbers attending the Primary School are maintained and this re-location will surely be beneficial to both School and the Pre-School group. To help the group get established Cllr. Woolley proposed a donation of £500. This was seconded by Cllr. Offers.
AOB
1. Satellite dish had appeared in field next to George & Dragon. Cllr. Woolley would speak to those responsible. Update: Dish has been removed.
2. Cllr. Wyatt is pursuing Highways to try to get road repaired at the junction of Silver Street and Thorpe Road.
3. The Committee Room had already been booked by the Dog Club before dates of meetings had been passed to the Village Hall Bookings Secretary so the meeting took place in the main hall.
