CHACOMBE PARISH COUNCIL

 

Minutes of the Parish Council Meeting held on Monday, 7th November 2005 at 7.30pm in the Village Hall.

 

Present: Cllrs. Harper, White, Gliwitzki, Jones, Wyatt, Offers, Coates, Jenkins, Woolley and Clerk.

Mr Ted Garrett wished to view the planning application S/2005/1310/P for a two storey extension at the side of 9 Thornhill.

 

Minutes of previous meeting on 3rd October: adopted and signed.

 

Matters arising

1.1   Risk Assessment. Still awaiting confirmation of David Cochraneıs Public Liability

Insurance.

1.2 Highways - road outside the George & Dragon. Nothing to report but Cllr. Harper agreed to pursue.

1.3 Planning Applications:

S/2005/1128/AG Extension to existing lean to cattle

building at Marsh Farm and S/2005/1129/AG Lean to extension to open sided cattle

building at Marsh Farm. The Clerk had contacted SNC on 8th November regarding the

footpath and permission for development had already been given.

S/2005/1059/P and S/2005/1060/LB Altered design to reduce size of conservatory ­ for

information only.

S/2005/1047/P Change of use from retail to living accommodation at Chacombe Post

Office, 16 Thorpe Road ­ permission granted.

1.4 Northamptonshire Draft ROW Improvement Plan. Cllr. Coates in his role as

Footpath Warden had responded to this consultation document.

1.5 Northamptonshire Provisional Local Transport Plan 2006/7 ­ 2010/11 ­ consultation. The Clerk agreed to reply on behalf of the Parish Council.

1.6 Dogs. Offending owners will have been notified by SNC to keep their dogs safe and secure. A leaflet was circulated in Novemberıs Chimes regarding the nuisance of dog fouling.

1.7 Proposed Sports Field. Chacombe Sports & Social Club had held an Open Meeting at the Village Hall on 19th October to inform all residents and interested parties about the proposal to try and establish a Sports Field on land in Thorpe Road, subject to planning permission and the availability of funding. This meeting was well attended and showed much support but CS&SC felt that the whole village should be surveyed to gain a more accurate reaction to the proposal. If this proposal is to go ahead it will need the support of the village.

Agenda

3.1 Re-opening of Post Office at the George & Dragon

The Post Office was officially opened by Cllr. James Harper on 31st October 2005 nearly two years after an attempted armed robbery on the Post Office in Thorpe Road resulted in its closure. Penny Wilkes is the new Postmistress and the branch is open Monday ­ Friday from 9.00am ­ 1.00pm. The Parish Council expressed its thanks to the Clerk, Sue Shepard for her efforts in bringing the Post Office back to the village.

 

3.2 SNC Planning Applications: S/2005/1230/NA Renewal of Cherwell District Council 00/00268/F Erection of replacement dwelling at Huscote Farm.

The Council had no objections.

S/2005/1273/LB Extension to provide enlarged entrance lobby to rear, improved toilet accommodation and disabled toilet facilities. Formation of terraced patio at rear at the George & Dragon.

The Council had no objections but observed that the fire escape did not appear on the revised plans.

S/2005/1102/P Revised positioning of extension, repositioning and rescaling of dormers and revised description (for information only). The Council had no comments to make.

S/2005/1310/P Two storey extension at the side of 9 Thornhill.

Although this application was received after the agenda was posted the Council agreed to consider the application since a response was required before the next Council meeting. The Council had no objections.

 

3.3 Victim Support ­ request for funding

The Council had received the Victim Support Northamptonshire Annual Report and a request for funding. It was agreed that donations made so for this year had already exceeded the budget and the request would be discussed again at the end of the financial year.

3.4. Village Bus

An article in ³Rural Rides², the Northamptonshire Rural Transport Partnership newsletter had stated that it had been proposed to introduce free fares on public bus services within the district for all those who had been eligible for the half-fare bus scheme. It had been confirmed that this would commence in April 2006. With this in mind and having obtained the views of users, it was decided that the Village Bus would be discontinued once the new scheme was in place. Update: Jeffs Coaches have given notice that the cost of the Village Bus will now be £60 per trip instead of £40 as from 1st January 2006.

 

 

 

3.5 Draft Budget

Cllr. Gliwitzki had produced the final version and it was proposed by Cllr. Woolley and seconded by Cllr. Jenkins that the Council accept the budget and set the precept at £10,500 for 2006 ­ 07.

 

3.6 Corporate Assessment of SNC     

The Audit Commission are carrying out a Comprehensive Performance Assessment (CPA) of NCC and have asked the Parish Council to complete a survey. This will be completed by the Clerk.
