CHACOMBE PARISH COUNCIL
Minutes of the Parish Council Meeting held on Monday, 3rd October 2005 at 7.30pm in the Village Hall.
Present: Cllrs. Harper, White, Gliwitzki, Jones, Wyatt and Clerk.
Apologies: Cllrs. Offers, Coates, Jenkins and Woolley.
Public Time.
Mrs Lorna Fyfe advised the Council that the Playing Field Trust Committee needed to recruit more members and that the AGM had been arranged for 13th October. Volunteers had come forward and were ready to join the committee but the need to pay back the open ended interest free loan was one issue that hopefully could be resolved before the new committee was in place. It is always easier to fund-raise for new initiatives and although the trust has approximately £1500 in hand, some of this needs to be retained as a contingency fund for repairs to the slide and swings. Draft accounts were available. It was good to hear that new recruits had come forward. Further discussions would take place later in the meeting.

Matters arising
1.1 Risk Assessment. Still awaiting confirmation of David Cochraneıs Public Liability
Insurance.
1.2 Highways - road outside the George & Dragon. Highways carried out survey of village roads on 6th July resulting in some of the holes being filled including some outside the George & Dragon! Cllr. Wyatt will liaise with County Councillor Ken Melling to see if more can be done.
1.3 Planning Applications. SNC S/2005/0869/P Changes to boundary wall and new gates to form new vehicular access at Pear Tree House - permission granted.
1.4 Campaign for the Sustainable Communities Bill
Cllr. Gliwitzki thought this campaign was well worth supporting.
1.5 Chacombe Park. It is hoped that further planting will help to screen the lights at the Nursing Home.

Agenda
3.1 Re-location of Post Office
The Clerk has received confirmation that the proposal to re-locate the Post Office in the George & Dragon does not require planning permission or listed building consent. Penny Wilkes has applied for a Village Service Grant from SNC and it is anticipated that the Post office will open on Monday 31st October.
3.2 Village Notice-boards
The Clerk had agreed to obtain some quotes for the meeting. It had been decided that an oak notice-board would be more in keeping with the area in The Ring. One quote (gathered from information on a web-site) came in at £1154. No further quotes had been received but it is believed that other suppliersı prices would be similar. It was decided that replacing the notice-board would be postponed until such time as the existing board was no longer useable.
3.3 Playing Field request for funding
See Public Time. It was important that some of the loan should be repaid and Cllr. Wyatt proposed that the Parish Council make a donation of £500 to the Playing Field Trust. This was seconded by Cllr Jones and the Council agreed.
3.4 Proposed Budget
A draft budget had been produced based on last yearıs expenditure and expenditure for the half year until the end of September. Some amendments were made and enquiries would be made about use of the ³Village Bus² before any decision was made about its future. Further discussion would take place at the next meeting. Cllr. Gliwitzki asked for the amended version, with an expenditure forecast until March ı06, to be e-mailed to him before the meeting.
3.5 Northamptonshire Provisional Local Transport Plan 2006/7 2010/11 consultation
This would be circulated in the reading folder and would be discussed at the next meeting. The deadline for a response is 16th November. Councillors would be free to reply as individuals or a response will be compiled from the Parish Council.
3.6 SNC Planning Applications:
S/2005/1128/AG Extension to existing lean to cattle building at Marsh Farm.
S/2005/1129/AG Lean to extension to open sided cattle building at Marsh Farm.
The Council wanted to know if the development affected the ROW, otherwise no
objections.
The Council had no objections to S/2005/1102/P Two storey rear extension at side with
en-suite in roof space and two dormers to front at 3 Beanfurlong
AOB
1. Roaming dogs had been seen and had been reported to SNC. Dog fouling seemed to be on the increase again.
2. The Clerk advised that Chacombe Sports & Social Club was arranging an Open Meeting at the Village Hall for 19th October at 7.30pm to inform all residents and interested parties about the proposal to try and establish a Sports Field on land in Thorpe Road, subject to planning permission and the availability of funding.
