CHACOMBE PARISH COUNCIL
Minutes of the Parish Council Meeting held on Monday, 6th March 2006 at 7.30pm in the Village Hall.
Present: Cllrs. Harper, White, Gliwitzki, Coates, Jones, Offers, Wyatt and Clerk.
Apologies:

Mr John Ware had advised the Council of his interest in being co-opted. He has lived in Thornhill, Chacombe since 1993 and is soon to retire.
Mrs Rose Deane is also interested in becoming a councillor. She has lived in Silver St North for 2 ½ years and, as nanny to the children of a family in the village, is involved in the PTA at Chacombe School.
Mr & Mrs Crane attended in response to the communication that had been sent out regarding the future of Berry Close.
They live very close to the field, rumours had been circulating and they were concerned about what might happen to the field.
It was explained to them that an advisory committee was being set up and that they would be part of, what will be, a fairly lengthy consultation process.
Minutes of previous meeting on 6th February: adopted and signed.
Matters arising
1.1 Playing Field Fence in Thorpe Road. School had received a quote for repairs to be carried out to this part of the fence.
1.2 Neighbourhood Watch. CSO Suzanne Bourne sent her apologies but will attend the Annual Parish Meeting on 25th April.
1.3 Planning applications:
S/2005/1540/LB Refurbishment of attached barn with remedial works to structure and roof. Refurbishment/re-introduction of hay store/ mezzanine with the inclusion of permanent stairway and storage niches below. New finished floor. Improved roadside barn/garage doors. Replacement windows to match existing. Insertion of roof lights in the front and rear roof slopes attached to stoop including tying into existing roof and linking to main building at 17 Silver St. Chacombe. Listed building consent.
S/2005/1596/P Provision of 22 sq metre covered area playground at Chacombe Primary School, Thorpe Road. Permission for development.
S/2005/1611/P Extension to barn to provide covered single storey link between barn and dwelling at 17 Silver St. Permission for development.

Agenda
3.1 Casual Vacancies
The Council had been informed that it could co-opt to fill the second vacancy created by the resignation of Mr Ian Woolley.
Although Mr Luke Jarvis had expressed an interest in filling the original vacancy, Mrs Rose Deane had since come forward and it was felt that her co-option would redress the gender balance of the Council and she had been asked, along with John Ware, to attend Public Time.
Both were given a copy of The Code of Conduct and a Declaration of Financial and Other Interests after Public Time. They will be formally co-opted at the next meeting on 3rd April.
3.2 Berry Close
A brief communication had been delivered to all households but it would appear that this had not stopped rumours or speculation. Cllr. Gliwitzki had drafted a timetable for meetings of the newly formed advisory committee which would be made up of Cllrs. Gliwitzki, Coates and Wyatt. Julie Bryan had expressed a willingness to be co-opted and Cllr. Offers was a further addition. The meetings of the committee would take place the week before Parish Council meetings. An update would then be presented to the Council following that meeting. The scope and the remit of the committee need to be agreed by the Parish Council. Cllr. Gliwitzki proposed that the advisory committee be formalised and this was seconded by Cllr. Coates.
3.3 Speeding in The Ring
The Council had received a letter from Sue Woodford in The Ring regarding traffic travelling too fast and mounting the pavement in front of her house if met by on-coming traffic. Is there anything that could be done to slow down the traffic and make the situation less intimidating? The Clerk was asked to write to Highways.
3.4 Grass-cutting
The Council had received a copy of David Cochraneıs Public Liability insurance and a quote for £162.41 + VAT per cut for mowing the grass in the village. Cllr. Offers proposed that the Council accept the quote and this was seconded by Cllr. Wyatt.
Cllr. Harper would contact Highways to find out when they were likely to be carrying out their first cut and then David would be advised as to when he would be required to carry out his first cut
3.5 Planning Applications:
S/2006/0219/P for the change of use from close care apartment to nursing home administration office at Apartment 1 at Chacombe Park: the Council had no objections.
This application had been received after the agenda had been published but as a response was required before the next meeting, the Chairman proposed that it was dealt with as a matter of urgency.
S2006/0288/P for a two storey rear extension and conservatory at 7 Silver Street
The Council is concerned that as the extension goes beyond the building line at the rear of the property it will have a significant impact on the neighbouring properties. As a two storey extension in a very confined space it will lead to loss of light and may well affect boundary walls, drainage, etc. It will be difficult to get equipment and materials to the site, thus causing further problems to the neighbours.
3.6 Operation Springclean
Councillors volunteered to clear the approach roads of litter before the end of the month.

Wardington Road Mr & Mrs Garrett would be asked if they would extend their area to include along to the village name sign in Wardington Road.
The Clerk still has a supply of bags and gloves from previous litter picks if required.
AOB
4.1 A villager had seen the verge being churned up by the contractor cutting the hedge of the field around the Village Hall. Did the Parish Council have the power to take action? Only to ask the contractor to be more considerate, unless the damage was considered significant enough to warrant it being reported to Highways.
4.2 CSO Suzanne Bourne will address the issue of parking at the Annual Parish Meeting on 25th April.
