CHACOMBE PARISH COUNCIL

 

Minutes of the Parish Council AGM held on Monday, 8th May 2006 at 7.30pm in the Village Hall.

 

Present: Cllrs. Harper, White, Gliwitzki, Offers, Ware, Coates and Clerk.

Apologies: Cllr. Jones

Absent: Cllr. Wyatt

Paul Allen of National Playing Fields Association re: Berry Close

The NPFA was created in 1925 by interested parties including council bodies and community groups. Recreation spaces could be lost to development and something was needed to prevent this happening which gave rise to the NPFA, a custom designed national charity for groups to use. The NPFA is able to provide protection in perpetuity for these spaces. There are two legal models by which the field could be protected. Perhaps the most favoured would be the Deed of Dedication by which the field would be dedicated to the residents of Chacombe. The Parish Council would remain the landowner and have full financial and operational control. The Council could form a committee to actually run the field but members would not necessarily have to be councillors. The site would operate on a charitable basis and the Deed would legally guarantee that that the land cannot be used for anything other than recreation, it could be formal sport like football or just a rough mown area for walking. There is no cost in implementing the Deed but an independent legal opinion is required. The charity automatically created by the Deed would also need to be registered with the Charities Commission. The time scale for putting the Deed in place could be as little as two weeks and it could be applied to just part of the field , if for example part of the field was needed to extend the churchyard.

 

1. Election of Chairman

Cllr. James Harper was proposed by Cllr. Gliwitzki and seconded by Cllr. Offers.

 

2. Acceptance of Office

Cllr. Harper was therefore duly elected and signed his Acceptance of Office.

 

3. Election of Vice-chairman

Cllr. Sue White was proposed by Cllr. Gliwitzki and seconded by Cllr. Ware

 

4. Co-option to fill casual vacancy

Rose Deane had advised the Council that she no longer wished to be co-opted therefore the vacancy still needs to be filled. Mr Luke Jarvis had expressed an interest and would be contacted again.

 

5. Reports from councillors as representatives on other organisations:

Allotments Association

Cllr. Harper. The allotment site on Middleton Road is rented from the Parish Council and provides eleven full size plots 90¹ x 30¹ and eight half plots. These have all been let to villagers and three to gardeners from elsewhere. Maintenance of the site entails weed killing to the car-park and track, grass mowing and trimming laid hedge. We did not require any delivery of farmyard manure this year.

 

Village Hall

No report as Cllr. Woolley had resigned and there was no representative from the Village Hall at the Annual Parish Meeting.

Playing Field

Although Cllr. White is the representative it was agreed to take the report given at the Annual Parish Meeting by the Chair of the Playing Field Committee, Siân Barlow.

7. Adoption of Standing Orders

Standing Orders were read and adopted without amendment.

It was agreed to accept the financial report given at the Annual Parish Meeting as a statement of the Council¹s financial position.

10. Risk Assessment

The Risk Assessment had been amended to include increased insurance premiums.

Cllr. Ware proposed that the Assessment be accepted and this was seconded by Cllr. Offers.

 

11. Insurance

Cllr. Gliwitzki proposed that the Council paid the premium of £690.24 to renew its insurance. This was seconded by Cllr. White.

 

12. Speeding Traffic in The Ring/Middleton Road/Banbury Road.

Cllr. Harper and the Clerk had met with Nick Gore from Highways. Sue Woodford was also present and wanted to know if anything could be done to slow the traffic in this area of the village. One suggestion was a metal bollard outside No 1 The Ring but as Highways had no money to fund this type of work, the Parish Council would have to pay for the work to be done. With the recent addition of new footpath signs for all footpaths there was a danger of the village being inundated with signs and other street furniture.

 

13. Planning Application: S/2006/0571/P Two storey side extension, single storey rear

extension at 3 Bennett Close. The Council had no objections to the application.

 

14. Request for a donations from Vitalise (formerly Winged Fellowship) and Victim

Support

Cllr. Gliwitzki proposed and Cllr. Offers seconded that the Council make a donation of £50

to each organisation. The Council agreed.

 

15. Berry Close

The information received in Public Time had been recorded and there was nothing else to report.

 

AOB

1.         Ask Mr & Mrs Somerton if they are happy for the notice-board to remain on their property. The actual face of the board needs replacing.

2.         Parking on pavement in Wesley place is causing an obstruction to pedestrians.

3.         The Playing Field Committee were dealing with the problem of the younger children not feeling happy about using the field because of the older children. The police were already involved.
