Minutes of the Parish Council Meeting held on Monday, 3rd April 2006 at 7.30pm in the Village Hall.

 

Present: Cllrs. Harper, White, Gliwitzki, Jones, Offers, Wyatt, Ware and Clerk.

Minutes of previous meeting on 6th March: adopted and signed.

 

Matters arising

1.1 Playing Field Fence in Thorpe Road. Repairs to the fence have been completed.

1.3 Planning applications:

S/2005/1573/P Demolition of double garage. Replacement with new double garage and cottage with garage at Lyddon Lodge. Refusal of permission for development.            

S/2006/0219/P for the change of use from close care apartment to nursing home administration office at Apartment 1 at Chacombe Park. Permission granted.

S2006/0288/P for a two storey rear extension and conservatory at 7 Silver Street

Update: Refusal of permission for development.

iii) Northamptonshire County Council ­ Draft Medium Term Plan 2006 ­ 2010: setting out what it wants to achieve over the next four years for local people and communities, what sort of organisation it wants to become to do this, and how it plans to deliver this programme of change and improvement.

Agenda

3.1 Co-option to fill two Casual Vacancies

John Ware had completed his Declaration of Interests and signed the declaration of acceptance of office.

Rose Deane had sent her apologies so would be co-opted at the next meeting.

 

3.2 Speeding traffic in The Ring

A meeting had been arranged with Highways for 20th April.

 

 

3.3 Annual Parish Meeting 25th April 2006

The Clerk was asked to send out invitations to all groups and organisations within the village. Invitations had already been sent to the Police, County Councillor Ken Melling and our two District Councillors. The meeting would start at 7.30pm in the Village Hall.

 

3.4 NALC Membership

Cllr. White proposed that this be renewed at a cost of £138.00 and Cllr. Gliwitzki seconded.

 

3.5 Berry Close

The advisory committee would meet on the Monday prior to the Parish Council meeting, normally held on the first Monday in the month. It would discuss and then feedback to the Parish Council. A maximum of six villagers could join the committee but only three had registered an interest to date: Julie Bryan, Jill Deacon and John Roulstone. There would be 15 minutes Public Time prior to the meeting. The main issues to be addressed are:

·            Conflict and confusion between CS&SC Sports Field and Berry Close

·            Access for the disabled

·            Availability of field for Bonfire and Fireworks event.

·            Present use of the field by tenant and others.

Two villagers and one ex-villager had already put their thoughts to the committee.

 

The following application had been received after the agenda had been published but as a response was required before the next meeting, the Chairman proposed that it was dealt with as a matter of urgency.

 

3.6 Planning Applications:

The Council had no objections.
