Minutes of the Parish Council Meeting held on Monday, 7th August 2006 at 7.30pm in the Village Hall.

 

Present: Cllrs. Harper, Ware, Coates, Jones, Wyatt, Roche and Clerk.

Minutes of previous meeting on 3rd July: adopted and signed.

 

Matters arising

1.1   Notice boards. Mr. Alcock has said that he will do the repairs at cost to the Parish Council but still awaiting an estimate.

1.2   Parking in Middleton Road. The offending car has not taken up the Parish Councilıs suggestion of parking on the verge opposite and is still causing concern. It is difficult to know what more can be done to encourage safer parking without the co-operation of the owner.

1.3   Parish Appraisal

A hard copy of the 1997 appraisal had been circulated. There is to be a new appointment at ACRE on 14th August. If we are to be guided or seek assistance from ACRE there has to be an Open Meeting no earlier than mid September. A steering committee could then be set up but not necessarily lead by a Parish Councillor. Cllr Jones will write an article for the Chimes to promote the idea of a Community Plan. Suggested dates for an Open Meeting: 26th and 28th September.

Update: Meeting at 7.30pm on Thursday, 28th September in the Village Hall.

Agenda

3.1 Audit Œ05 ­ Œ06

A copy of the Internal Auditorıs report was circulated. The accounts were now ready to be sent for External Audit on 11th August.

 

3.2 Planning Applications:

S/2006/0984/TC 15m high monopole mast, three antennas, two equipment cabinets, timber stock proof fencing and ancillary development at Lower Grange Farm. The Council had no objections. A better service is required by mobile phone users and other sites in the vicinity had been excluded because of their unsuitability.

S/2006/1002/P Single storey pitched roof, side and rear extensions plus rear door enclosure at 62 Thornhill Chacombe. The Council had no objections.

S/2006/1007/P Change of use from storage of ceramic tiles, classic cars, motor homes and caravans to storage of equipment by Mr & Mrs Heath t/a DH Bodycraft for use in association with their existing adjoining site, and the storage of domestic appliances. The Council had no objections.

 

3.3 Banbury Citizen Advice Bureau ­ request for donation

Cllr. Jones proposed that the Council make a donation of £50. This was seconded by Cllr. Ware and the Clerk was asked to send the cheque.

 

3.4 Proposal to divert footpath AD18 at Chacombe Hill Farm

The Council had received a letter from John Phillips Planning Consultancy re: proposed public footpath diversion at Chacombe Hill Farm.

The Parish Council is sympathetic to the needs of the occupants, particularly with regard to the safety of their young children but it is also aware that planning permission was granted, may be not subject to the Right of Way being retained, but certainly in the knowledge that the Right of Way was there. Therefore, the Parish Council takes the view that the occupants were well aware of the existence of this public footpath prior to purchase and submitting the planning application and believes that it (AD18) should not be diverted. The existing route is a relative easy walk which requires little maintenance. Would this be the case if it was diverted around the boundary of the property?

 

3.5 Highway Matters

A local resident had raised the issue of the proposal to place a bollard outside 1 The Ring. Although the aim was to try and prevent an accident he was sure that it could be the cause of an accident. He was also very concerned about the amount of traffic through the village and in particular the problems created by the buses. In effect the buses operated a one way system. Could this be adopted for all traffic? Drivers were not always co-operative or accommodating when it came to meeting other traffic at the pinch points by Shepherdıs Cottage in Thorpe Road and at the Plantation in Banbury Road. Although the suggestion of a one way system had been considered at the time of the last Parish Appraisal it was agreed to include it again in the forthcoming appraisal.

1. It was brought to the Councilıs attention that although the pot-holes had been filled, spaces left by the missing granite sets had also been filled with tarmac! The Clerk had previously requested that all existing tarmac be removed and replaced with granite sets. Some of this work had been done and some was still waiting to be completed!
