CHACOMBE PARISH COUNCIL
Minutes of the Parish Council Meeting held on Monday, 4th December 2006 at 7.30pm in the Village Hall.
Present: Cllrs. Harper, Gliwitzki, Roche, Jones, Coates, Ware and Clerk

Public Time.
Mr Geoff Jones wished to speak to the Parish Council as a villager and not as a councillor. Although he did have a prejudicial interest he wanted to inform the Council that he had nothing to gain or lose from what happened in Berry Close. Although there had been incidents in the past where some villagers had voiced their concerns about Berry Close, these issues were not relevant now to the future of Berry Close. Mr Jones had spoken to Mr White at the Future Needs Day and wished to inform the Council that Mr White has an informal tenancy on Berry Close and has had for a number of years which gives him significant legal protection but Mr Jones understood that if the land is gifted it can be accepted even if the Parish Council is only the landlord. No contact had been made with Mr White and Mr Jones believed that contact should be made sooner rather than later before the situation became entrenched. Cllr Coates asked whether the legal problem should have been highlighted in The Chimes. It was suggested that it was not a problem at the time of writing but that legal advice still needed to be sought as to whether the Parish Council could meet the terms of the will. Cllr Gliwitzki, Chair of the Advisory Group, would seek advice before making contact.

Matters arising
1.1 Proposed bollard in Middleton Road.
The Clerk had written to Highways (Nick Gore) again asking for the quote to site a bollard in Middleton Road at the junction with The Ring but still no response. Will telephone and e-mail.
1.2 Village name sign on Middleton Road has been reported to The Street Doctor (Call number 267800).

Agenda
3.1 Planning Application:
S/2006/1510/LB Single storey rear extension and first floor side extension. Works include enlargement of an existing window opening on an external gable wall to create a new doorway at Culvert Cottage, 10 Thorpe Road
The flat roof to the existing side extension is not in keeping and the Council¹s view is that the proposed first floor extension will improve the overall appearance of the front of the dwelling but would prefer the proposed extensions to be completed in stone rather than a mixture of brick and wood clapboards.
S/2006/1314/LB and 1315/P for the replacement central and west chimneys at Poplars Farm has been granted permission.
S/2006/1350/NA for a new pitched roof at Bridgelake House. SNC are also intending to object to the proposal.
3.2 Adoption of Budget and Precept ¹07 Œ08
Cllr Gliwitzki proposed and Cllr Jones seconded the intention to adopt the budget and set the Precept at £10,500. The Council agreed and the Clerk would forward this information to SNC.
3.3 Community Plan request for funding
The Future Needs Day on the evening of 24th November and the day of 25th November in the Village Hall was well attended. Members of the steering group took responsibility for putting together a display to cover each of the following areas: Transport, Youth, Environment, Facilities and Amenities, Senior Citizens and Housing. These displays promoted discussion and lead to suggestions as to what questions might be included in the questionnaire. The Chairman of the steering group, Steve Randles, had already incurred some expenses and was seeking reimbursement from the Council. Mr Randles would be asked to submit receipts for which he could then be reimbursed.
The next meeting of the steering group is on 5th December.
PC Martyn Dearsley came to introduce himself to the Parish Council. He covers sixteen other villages on his beat and aims to keep crime to a minimum. Crime statistics for Chacombe may seem high, due in part to the Golf Course being targeted recently.
It is planned that PC Dearsley will have the use of an office based at Chenderit School to deal with problems at this end of the county.
The issues that concern Chacombe are parking outside of school at the beginning and the end of the school day. Approximately 60% of the children who attend are now from outside the village.
Speeding is another issue. The Police have surplus speed guns and villagers could be trained in the use of them.
The suggestion was also made that the Neighbourhood Watch Scheme needed a bit of a boost. Could this be done through The Chimes or the website? The Chimes is now available on the website. It was felt that without one individual to take on the overall responsibility for arranging meetings and writing something for the Chimes it had become somewhat inactive, even though there were several co-ordinators who were no doubt still passing on information to residents in their particular part of the village and the Ringmaster scheme was still informing individual members of what was happening..
PC Dearsley reminded the Parish Council that if he needed to make a response could he please be asked before the meeting as he may not actually need to attend. More CSO¹s are being recruited and it was agreed that this part of Northamptonshire would have been out on a limb had the proposed amalgamation of certain police forces gone ahead. The Chairman thanked PC Dearsley for coming.
AOB
1. The 30mph sign is still lying in the hedge in Thorpe Road. As the sign has now been replaced could Highways please collect.
2. It had been suggested that the Parish Council should make a donation to the Dog Club for the use of the display boards for Future Needs Day. Any donation would then be passed back to the Village Hall committee.
3. Computer monitors had been dumped in Banbury Road near to Coombe Hill Court and there was debris from an earlier vehicle accident in Middleton Road by the spinney.
There being no further business the meeting closed at 9.00 pm
The next meeting will be held on 8th January 2007 at 7.15pm.
