CHACOMBE PARISH COUNCIL
Minutes of the Parish Council Meeting held on Monday, 9th January 2006 at 7.30pm in the Village Hall.
Present: Cllrs. Harper, White, Gliwitzki, Coates, Jones and Clerk.

Minutes of previous meeting on 5th December: adopted and signed.
Matters arising
1.1 Risk Assessment. David Cochrane will be asked to quote for village mowing and
he will also be asked to provide a copy of his Public Liability Insurance.
1.2 Proposed Sports Field. 34% of questionnaires were returned or collected with 90% supporting the proposal. Villagers who have expressed an interest in helping with the project have been invited to the CS&SC committee meeting on 11th January.
1.3 Planning Applications:
S/2005/1273/LB and P Extension to provide improved toilet accommodation and disabled toilet facilities. Formation of terraced patio to rear at the George & Dragon. Amended plans: removal of rear entrance porch and removal of proposed internal opening to dining area permission granted.
S/2005/1310/P Two storey extension at side of 9 Thornhill permission granted.
S/2005/1351/P Change of use to class B8 storage and distribution from use of part of agricultural building for the storage and distribution of ceramic tiles and the continued use for classic cars at Grange Park. Refusal of permission for development
1.4 Railway Arch. It is believed that the site is being occupied again. Update: SNC has
been informed and the Enforcement Officer will visit.

Internal control completed as of the end of November.

Agenda
3.1 SNC Planning Applications:
S/2005/1540/LB Refurbishment of attached barn with remedial works to structure and roof. Refurbishment/re-introduction of hay store/mezzanine with the inclusion of permanent stairway and storage niches below. New finished floor. Improved roadside barn/garage doors. Replacement windows to match existing at 17 Silver St.
The Council felt that the roadside sliding doors and interior doors were not in keeping. The sliding doors extend beyond the line of the building and the interior doors look like UPVC replacements. Something more sympathetic is required. Would one roof light in the rear elevation be sufficient?
S/2005/1573/P Demolition of double garage. Replacement with new double garage and cottage with garage at Lyddon Lodge
The Council still thinks the proposed cottage is marginally too tight in terms of amenity area and therefore stands by the previous comments made to S/2005/0596/P. It also wishes to draw to the attention of SNC that the end elevation facing 8 The Ring would be very overbearing because of its height and scale. The Council also believes that the Atlantic Blue Cedar to the front of the property would be under threat because of the depth of the excavations.
There are no drawings to show the elevations of the sunken garage for the proposed cottage.
The next two applications had been received too late to be included on the agenda but the Chairman proposed that they should be dealt with at this meeting in order for the Council to make a response before the deadline.
S/2005/1596/P Provision of 22 sq metre covered area playground at Chacombe Primary School. The Council had no objections.
S/2005/1611/P Construction of ornamental stoop at 17 Silver St Chacombe
The Council had no objections and believes this to be an appropriate addition to the building.
3.2 Casual Vacancy
Cllr. Jenkins had tended his resignation and the Council wished to thank him for his service to the village for the last 2½ years. SNC would be informed and it is likely that the Council will be able to co-opt. The vacancy would be advertised in the Chimes.
AOB
1. The Playing Field fence belonging to the school in Thorpe Road was now much in need of repair.
2. There had been no Neighbourhood Watch meetings since PC Sargeant had left. Cllr. White agreed to contact PC Harland to try and arrange a meeting.
3. Some disappointment was expressed that the 30mph signs had not been put back to the village name signs in Wardington Road but the proposal had always been that they would be sited near to the junction with Banbury Road.
4. The circulation of Chacombe Chimes is approximately 330.
