Minutes of the Parish Council Meeting held on Monday, 6th November 2006 at 7.30pm in the Village Hall.

 

Present: Cllrs. Harper, Gliwitzki, Offers, White, Roche and Clerk.

Apologies: Cllrs. Jones, Wyatt, Coates and Ware.

Public Time.

 

Minutes of previous meeting on 2nd October: adopted and signed.

 

Matters arising

1.1   Proposed bollard in Middleton Road.

The Clerk would write to Nick Gore again asking for the quote to site a bollard in Middleton Road at the junction with The Ring.

1.2   Parking in Middleton Road. The offending vehicle had not been seen parking on the hill.

1.3 Planning Applications: The Lyddon Lodge Appeal has been dismissed and

S/2006/0955/P for the barn conversion to single dwelling at Tinkers Barn has been approved.

S/2006/1208/P Single storey rear extension and conservatory at 7 Silver Street has also been approved subject to amended plans.

Agenda

3.1 Planning Applications:

The Council had no objections to S/2006/1314/LB and 1315/P for the replacement central and west chimneys at Poplars Farm and felt that the new chimneys would then match the existing east chimney.

The Council objected to S/2006/1350/NA for a new pitched roof at Bridgelake House. Although this is in Cherwell District the Parish Council and South Northants Council are both consulted because of the close proximity of the proposal to the County boundary. Much of the screening around the site has been removed making the dwelling more visible from the village. The proposed new pitched roof will make it even more obvious and intrusive.

 

3.2 Budget and Precept ¹07 ­ Œ08

As 2007 is an election year the council needs to budget for a contested election, but as last years budget is likely to be under spent there will be sufficient funds to cover the cost with out raising the precept. However, it is likely that any other remaining funds will need to be put into reserves for legal fees regarding Berry Close as advice needs to be sought before the Parish Council can make a decision as to its future.

It is anticipated that the budget will now be formally adopted at the next meeting

 

3.3 Community Plan

A Future Needs Day is being planned for the evening of 24th November and the day of 25th November in the Village Hall. A member of the Steering group will be responsible for putting together a display to cover each of the following areas: Transport, Youth, Environment, Facilities and Amenities, Senior Citizens and Housing. These displays will hopefully promote discussion and lead to suggestions as to how the village might develop in the next ten years. The information gathered will also be used to compile a questionnaire which will be distributed to each household in the Parish. Questions on the demography of the parish will also be included in the questionnaire to allow comparisons to be made between the data collected ten years ago and what makes up the village today.

 

3.4 Berry Close

Cllr. White withdrew from the meeting because of a prejudicial interest. Aplins had informed the Council that Mr White was claiming an Agricultural Holdings Tenancy on Berry Close. It had also been suggested that if the Parish Council could not meet the terms of the will, it may not be able to accept the gift. Enquiries would be made regarding this latest information and legal advice would be sought if required.

 

AOB

1.         Street lights outside Village Hall and at the top of Beanfurlong are not working.

2.      Village name sign on Middleton Road had been knocked over/pulled up.

 

There being no further business the meeting closed at 8.50 pm
