CHACOMBE PARISH COUNCIL

 

Minutes of the Parish Council Meeting held on Monday, 4th September 2006 at 7.30pm in the Village Hall.

 

Present: Cllrs. Harper, Jones, Wyatt, Roche, Gliwitzki, Offers, White and Clerk.

Public Time.

Mr R Bloxham expressed his concerns about the proposal to position a bollard in Middleton Road at the junction with The Ring. This would force motorists to mount the pavement causing a greater threat to pedestrians on the opposite side of the road.

Something needed to be done about the car parked in the Middleton Road. Mr Bloxham was informed of the Councilıs actions to date. Can the police do anything?

Traffic coming off the B4525 and travelling down Thorpe Road could, in theory, travel at 60 mph. The 40mph restriction on the B4525 does not extend to include Thorpe Road. Some vehicles are going too fast for the single track road. Could a speed limit of 30mph be implemented?

The ³No Dog² signs are missing from the Playing Field. The Playing Field Committee is dealing with this matter.

Matters arising

1.1   Notice boards. The Council had received an estimate for £350 + VAT to replace the fronts of the notice-boards and carry out any minor repairs. The Council authorised the work to be done.

1.2   Parking in Middleton Road. This issue was raised again at Public Time and the Council agreed to speak to the Police again to see if anything more could be done. Could parking restrictions be put in place?

1.3 Planning Applications:

       S/2006/0799/LB Demolition of outbuilding and replacement with timber field gate

and side gate. Permission granted and listed building consent.

S/2006/0685/P Embankments to form temporary flood storage area to alleviate flooding including associated works and including an Environmental Impact Assessment ­ SNC are recommending approval but according to the Banbury Guardian, plans have been shelved due to lack of funding from DEFRA.

S/2006/1002/P Single storey pitched roof, side and rear extensions plus rear door enclosure at 62 Thornhill - permission granted.

S/2006/0984/TC15m high monopole mast, three antennas, two equipment cabinets, timber stock proof fencing and ancillary development at Lower Grange Farm - General permitted development determination            - no further details required.

1.4 Proposal to divert footpath AD18 at Chacombe Hill Farm

An individual who had regularly used the footpath was now concerned about the dogs on the site and was no longer using the footpath.

Agenda

3.1 Planning Applications:

Amendment to S/2004/0055/P for a detached two storey building to provide 2 no. 1 bedroom flats with associated parking and vehicular access on land adjacent 18 Thorpe Road. The amendment showed a larger porch than on the original plans. The Council had no objections.

S/2006/0955/P for a barn conversion to single dwelling at Tinkerıs Barn. This was a second application and the proposed conversion has now been downsized. As the Council had no objections to the original application it had no objections to this application either.                            

 

3.2 Community Plan

The Village Hall had been booked for the Open Meeting on Thursday, 28th September at 7.30pm. Cllr. Jones agreed to write an article for the September edition of the Chimes. He had spoken to Mr Steve Randles, who had agreed in principle to lead the steering group. Steve had been invited to attend the meeting along with representatives from ACRE.
