Minutes of the Parish Council Meeting held on Monday, 5th February 2007 at 7.30pm in the Village Hall.
Present: Cllrs. Harper, Gliwitzki, Roche, Jones, Coates, Ware, Wyatt, Offers, White and the Clerk

Matters arising
1.1 Village name sign on Middleton Road has been reported to The Street Doctor (Call number 267800).
1.2 Water running out of the drain on the hill in Middleton Road. On 25th January this had frozen and Stagecoach buses had refused to come via Chacombe because it was considered too dangerous. With in a matter of hours NCC Highways arrived on site and the road was gritted and the problem of the overflowing drain was solved! The pot hole opposite The Glen has been repaired and the blocked drain in The Ring has been cleared. There are two blocked drains in Bennett Close which need to be reported.

Agenda
3.1 Dog Control Orders
This information had been distributed via the reading folder to all councillors and it was understood that these would replace existing byelaws under The Clean Neighbourhoods and Environment Act 2005 but there was some confusion. Cllr Gliwitzki would contact SNC and seek clarification.
3.2 Parish Plan - update
The last meeting was held on Thursday 25th January in G&D
Draft of questionnaire had been discussed. The youth questions had now been added, the Berry Close Advisory committee needed to meet to clarify the wording for the questions re: Berry Close and Chacombe Sports & Social also needed to reconsider the wording of some of its questions. Some topics e.g. Chimes and web-site had not been included and questions would be added to cover these areas. In the absence of Steve Randles, Geoff Jones had agreed to chair the next meeting on Thursday 8th February when layout of the questionnaire would be discussed.
3.3 Village of the Year Competition and Wildlife Conservation: Churchyard of the Year Competition
The Parish Council agreed that neither the village nor the churchyard would be entered for the competitions this year.
3.4 Annual Parish Meeting
Tuesday 24th April 2007 was confirmed as the date for the Annual Parish Meeting. Need to check with the Village Hall bookings secretary and invite County Councillor, District Councillors, PC Martyn Dearsley and representatives of the various organisations
3.5 Berry Close update
It was considered that the minutes from this agenda item needed to remain confidential at present.
AOB
1. Cllr. Jones informed the council that the web-site had been unavailable. It was hoped that the problem had now been solved.
2. Cllr. Jones had been informed as a landowner that Chacombe sewerage works was going to be upgraded in the Summer. Storm water would go into the stream and not through the treatment works and this would prevent the stream from becoming polluted after a deluge.
Central Networks had also informed Cllr Jones that some of the overhead cables in the field behind Poplars Road were going to be put underground. This work would be extended to include Silver Street and would start within 5 6 weeks.
3. Cllr. White informed the Council of her intention to resign. This would be her last meeting. The Chairman thanked Cllr White for her contribution and was sorry that she was leaving.
4. Cllr Coates reported that there was a lot of litter by the fence on the north side of the Playing Field. The Playing Field Committee had plans to cut the hedge on that boundary and therefore it may be appropriate to clear the rubbish at the same time. The PF Committee would be advised of the situation.
5. Cllr Harper had completed a survey of the roads and pavements within the village. These problems would be reported to The Street Doctor.
6. Cllr Wyatt also reported that there was a lot of litter, including glass bottles, between the garages and the Playing Field fence.

The next meeting will be held on 5th March 2007 at 7.15pm.
