Minutes of the Parish Council Meeting held on Monday, 5th March 2007 at 7.30pm in the Village Hall.
Present: Cllrs. Harper, Gliwitzki, Roche, Jones, Wyatt and the Clerk

I am amazed at the amount of litter. Why canıt individuals just take those extra few steps with their litter and put it in the bin or take it home? Another problem is when the bins and re-cycling boxes are emptied; rubbish is often left in the road. I see overgrown vegetation, large vehicles cutting up verges and fly tipping, particularly at the end of Banbury Road. A wardrobe has also been left near the entrance to Castle Farm. Could signs asking people to take their litter home be placed at certain sites? Should we do something with the children to raise their awareness? I already pick up litter in Middleton Road
There is also water running down Thorpe Road from what appears to be a blocked ditch at the entrance to Chinner Farm. The village looks neglected and it is unlikely that these issues will be raised even when the results of the Parish Plan questionnaire are collated because people just donıt seem to care.
Mr Ted Garrettıs wife, Norma, had died at the end of February and Cllr Harper had written, on behalf of the Council, expressing his sympathy at this sad time. Ted and Norma did so much for the village and it is hoped that Ted will feel able to continue in his many and varied roles.
Minutes of previous meeting on 5th February 2007 had been distributed prior to the meeting but agenda item 3.5 had needed to be re-written. Amended minutes were adopted and signed.
Matters arising
1.1 Village name sign on Middleton Road has been reported to The Street Doctor (Call number 267800).
1.2 The two blocked drains in Bennett Close have been reported.
1.3 Annual survey of roads and pavements. The problems highlighted within the village had all been reported to The Street Doctor.

Agenda
3.1 Dog Control Orders
These are only relevant to any existing byelaws.
3.2 Parish Plan - update
The questions regarding Berry Close and from the Sports & Social Club have been agreed and the draft questionnaire has been sent to Steve Randles, Chair of the steering group, who will forward to NACRE for them to assess and give their views. The draft copy will also need to be proof read for typing errors. Steve is getting quotes for printing which will be discussed at the next meeting, still to be arranged. The Parish Council wished to record its thanks to Cllr Jones for his contribution to the Parish Plan and in particular for his expertise in the lay out of the questionnaire.
3.3 National Association of Local Councils membership
It was resolved that the Council should apply for membership (£146.00) to the above organisation after being proposed by Cllr Wyatt and seconded by Cllr Gliwitzki.
3.4 Grass-cutting
The Council had received a quote from David Cochrane to cut the village grass at a cost of £178.65 + VAT per cut. This represented a price increase of 10%. The Council resolved to accept this quote after it was proposed by Cllr Gliwitzki and seconded by Cllr Wyatt.
Betty Cameron Playing Field. Frosts had got the contract to mow the school part of the field and they would be asked to quote for the remainder of the field. Had Frosts got the contract for all local schools? Cllr Gliwitzki would make enquiries. David Cochrane would also be asked to quote for the remainder of the field.
3.5 Operation Springclean
Rubbish is often left in the road after bins and boxes have been emptied. This would be brought to the attention of our District Councillors at the Annual Parish Meeting. In the meantime a litter pick would be carried out at various locations.
A local resident, Sue Kennedy, was already picking up litter on her daily walks up Middleton Road and a resident at Castle Farm had cleared litter from either side of the entrance to the farm, also on Middleton Road. A resident at Jeffs Farm was also keeping the whole of Thorpe Road litter free. Cllr Harper volunteered to do Banbury Road. Cllr Gliwitzki volunteered to do from The Ring to the bend in Middleton Road. Cllr Wyatt and the Clerk volunteered to do between the garages and the Playing Field fence.
3.6 Berry Close update
This is still very much work in progress but the advisory committee had nothing to report.
AOB
1. Is the newly built wooden gateway in the wall of the garden of 35 Banbury Road appropriate for a Conservation Area?
2. A request had been made for an extra salt/grit bin. Could this be sited near to the end of the drive to 27 Thornhill?
3. Cllr Jones informed the Council that he would not be standing for re-election on 3rd May. Cllr Jones was grateful for the years of experience and to the Parish Council for being ³sympathetic to some of his crazy ideas.² Cllr Jones would still oversee the maintenance of the Conservation Verge in Silver Street but would be stepping down in his role as Web-master.
There being no further business the meeting closed at 8.45pm
The next meeting will be held on 2nd April 2007 at 7.15pm.
