CHACOMBE PARISH COUNCIL

 

Minutes of the Parish Council Meeting held on Monday, 7th July 2003 at 7.30pm in the Village Hall.

 

Present: Cllrs. Harper, Coates, White, Kennedy, Reid, Woolley and Clerk.

 

Apologies: Cllr. Jenkins, Wyatt,  and Jones.

 

Public Time.

Mrs Daphne Evans was unable to attend the last meeting but would like to have spoken to County Councillor Mildren. She advised the Council that she is still obtaining signatures for the petition to reduce the speed of traffic in Thorpe Road. She remained for the duration of the meeting.

 

Minutes of previous meetings on 2nd June: adopted and signed.

 

Matters arising

1.1       Betty Cameron Playing Field and the Skateboard Ramp. Although the committee had met on 19th June and discussed the present situation it was agreed that no action could be taken until there was a response from SNC or NPFA.

1.2 Litter bins.

The Clerk has taken delivery of the bins and will arrange for them to be put in place.

1.3 Welcome Packs. The Clerk will meet with Cllr. Jones to update the web site. A print out will then be used to produce the new directory, which is not only included in the Welcome Packs, but is also delivered to all house-holds in the parish. The welcome packs are also being updated and will be available shortly

1.4 Speeding in Thorpe Road.

Cllr. Harper will raise the issue at the next Governors meeting and suggest that school needs to remind parents about driving slowly through the village when bringing children to school.

1.5    Highway Issues. All pot-holes have been filled but there are still other outstanding issues.

 

Internal control needs to be completed as of 31st May and accounts forwarded to Internal Auditor. This will be done after this meeting.

Agenda

3.1 Neighbourhood Watch Scheme

PC Martin Sargeant, Community Support Officer Suzanne Bourne and NHW Support Officer, PC Perkins attended the inaugural meeting on 25th June. Twelve villagers also attended and although PC Sargeant was pleased with the response, nearly half of those present were representing the Parish Council. Not one person who had ever complained to the Parish Council attended and newcomers from urbanised areas were surprised that we needed one! There was, once again, a reluctance on the part of residents to turn up to do their bit. Some of those present were willing to act as co-ordinators but the group agreed to wait until the next meeting to see if there were more volunteers in the hope that all areas of the village would be represented.  The next meeting will be arranged for 3rd September, again in the Village Hall at 7.30pm. An article will be included in The Chimes and a flyer will be distributed to all households prior to the meeting.

 

3.2 SNC Planning applications

S/2003/0756/P Extension to balcony and new garage at 15 Thorpe Road

S/2003/0814/P Erection of front porch at 14 Thornhill

The Council had no observations regarding these two applications.

 

3.3 Chacombe School: Sponsor a Book

The Council had received a letter from Eleanor Wentink on behalf of the Parents Association. Cllr Kennedy proposed that £100 be donated and Cllr. White seconded. It was suggested that the money should be used to purchase two reference type books that the school may not otherwise have been able to afford through individual sponsorship.

 

3.4 Audit Assessment of SNC

This tick box type questionnaire on SNC’s performance in 2003 was discussed and completed and will be forwarded to SNC by 28th July

 

AOB

1. Cllr. White advised that any School Travel Plan Group must include a school governor, a member of the Parish Council and a school member of staff. The formation of such a group could attract funding, but parents and local residents would need to be involved.

2. Cllr. Reid wanted to know if there had been any correspondence regarding the introduction of ‘green’ collection bins. No correspondence had been received.

 

Meeting closed at 8.50 pm.
