Meeting held on Monday, 1st September 2003 at 7.30pm in the Village Hall.

arising
1.1 Betty Cameron Playing
Field. Litter bins still to be
installed.
1.2 Planning Applications: Permission has been granted for S/2003/0667/LB
at 17 Silver St. and S/2003/0322/P at Grange Park.
Update: S/2003/0942/P Erection of front porch and rear conservatory at Rickyard Barn and
S/2003/0956/P
Erection of stable building in paddock at Rickyard Barn have both been
withdrawn.
1.3 Neighbourhood Watch Scheme
The next meeting has
been arranged for Wednesday, 3rd September, again in the Village
Hall at 7.30pm. An article will be included in The Chimes and a flyer will be
distributed to all households prior to the meeting.

3.1 Village
Directory
The Clerk had received a draft version which still needed to be amended It would be circulated in the folder for councillors to make any comments on the proposed format. The quote for producing the directory was £40 (one off cost) for type setting and £60 for a print run of 400.
3.2 New
Resident’s Social
There had been approximately 34 changes of occupancy since October 2000 and approximately 54 new residents. The Council agreed to invite all new residents and representatives of organisations within the village to an informal evening in the Village Hall. It was suggested that the evening be arranged for Thursday, 16th October. Update: The Village Hall is not available on this evening so the Hall has been provisionally booked for Tuesday, 21st October.
3.3 Planning Application: S/2003/1114/P for detached two storey building to provide 2No 1bed flats with
associated parking on land adjacent to 18 Thorpe Road. This plot already had
outline permission.
The occupiers of 16 Thornhill are concerned about further digging out of the bank to provide a garden at the rear of the plot, which could cause subsidence of their garden. Would it be possible for a retaining wall to be built to prevent this happening?
Similarly, there is a significant drop from the side of the footpath. Does this require further work to provide a more secure foundation for the fence?
The above occupiers also seek reassurance that the roof shape will be the same as the neighbouring properties. The roof shape of the neighbouring properties is shown incorrectly on the plans.
It is also possible that 2 one bed-roomed flats could be occupied by 4 people and the Council believes that at least 4 parking spaces should be provided and not just two.
AOB
1. The folder containing the reference documents could have been circulated for a further month.
2. Cllr. Coates reported the caravan that had been left at the entrance to the Old Daventry Road. The Clerk would contact SNC. Update: Caravan has been re-located!
3. Cllr. Coates also wanted to know the current situation regarding satellite dishes in a Conservation Area. The Clerk agreed to make enquiries.
4. Cllr. Wyatt reported that there had been a heated exchange between a resident and the driver of a vehicle who had parked in front of the garages in Poplars Road while using the Skateboard Ramp.
